Kaufman County Fresh Water Supply District No. 1-C is a unit of local government within the State of Texas. The District was created in 2002 and is overseen by the Texas Commission on Environmental Quality (TCEQ). Kaufman County 1-C is located 2.5 miles east of Forney, Texas on the north side of Highway 80. Kaufman County 1-C consists of more than 1650 homes of the Windmill Farms subdivision.
Kaufman County 1-C works jointly with 1-B and 1-D to provide services to the residents of Windmill Farms. The Districts provide for the development and maintenance of public water, sanitary sewer, storm drainage, and paving infrastructure, as well as emergency services, trash and recycling, and some recreational amenities. Kaufman County 1-C has the authority to levy an ad valorem tax (property tax) on its residents to fund the costs of those facilities and services.

Meeting Schedule
Kaufman County 1-C's meetings are held the 4th Wednesday of each month at 5:00pm at 9550 Helms Trail, Suite 800, Forney, TX 75126. The meetings are open to the public, per Texas law, and the Board welcomes and encourages residents to attend. Residents of the district have the right to request the designation of a meeting location within the district under Section 49.062(g), Water Code. A description of this process can be found https://www.tceq.texas.gov/waterdistrictshere.
